In the paper it is considered prospects and advantages of modern SMART-satellites designed on the principles of cyber-physical systems. A lack of open software tools is proved to be a serious problem in the development of SMART-satellites when implementing software-defined payloads onboard SMART-nanosatellites. The development of an open software package is presented for centralized control of software-defined devices in modern satellites. The basic functionality of the UEMKA software system is described. The use of nanosatellite simulation model for operational debugging and testing of the software system is proposed.
